Markup of H.R. 6028 to Make Register of Copyrights a Presidential Appointee

On March 18 at 10 a.m. ET, the Committee on House Administration will hold a markup of H.R. 6028, the Legislative Branch Agencies Clarification Act, which would modify the appointment and removal process for certain legislative branch officers, including making the Librarian of Congress a Congressional appointment and the Register of Copyrights a Presidential appointment confirmed by the Senate. Regarding the Register of Copyrights, the bill would create a process whereby the House Judiciary Committee and Senate Judiciary Committee would recommend three individuals for the President’s consideration before making an appointment. The bill would also make the Register position a ten-year term renewable for one or more additional terms of five years. The markup will take place in room #1310 of the Longworth House Office Building and will be livestreamed.
