Roughly fifteen years after its passage, the DMCA is not working as intended either for the authors and owners of copyrighted works who rely on its notice and takedown and repeat infringer provisions to reduce infringement of their works, nor for the website operators who must respond to the notices sent. There must be better cooperation between service providers and copyright owners to detect and deal with online copyright infringement.
